Improving military mobility takes place in a number of expert level working groups within and beyond the EU, as well as from the EU institutions themselves. This project serves as the political-strategic platform where progress and issues stemming from these efforts are discussed.

It is commonly termed a "Military Schengen" as it is inspired by the EU's Schengen Area, but designated to aid the free movement of military units and assets throughout Europe via removal of bureaucratic barriers and improvement of infrastructure. Launched in 2018, the Action Plan on Military Mobility aims to facilitate rapid and seamless military movements within and beyond the EU. The Action Plan contributes to the Common Security and Defence Policy, by enabling EU Member States to act faster and more effectively, while fully respecting their national sovereignty and decision-making. 2020-12-16 welcomes progress on military mobility in the framework of PESCO and EU-NATO cooperation, expects the military requirements under the EU Action Plan on military mobility now to be finalised, and calls on Member States to simplify and standardise relevant rules and procedures by 2024.
